Designing and Sustaining Ethical AI Governance Across Enterprises

Thesis Abstract

The rapid expansion of artificial intelligence (AI) within organizations has transformed operations and decision-making across sectors. Yet, the governance of these technologies has struggled to keep pace with their adoption. Despite substantial investment, systematic risks including ethics washing, privacy invasions, and unexplained bias remain insufficiently addressed, and the translation of high-level ethical principles into sustainable organizational practices is notably underexplored. This research aims to bridge these gaps by investigating how ethical AI can be embedded, measured, and sustained as a strategic pillar within organizations, with a particular focus on the integration points between AI and data governance, the operationalization of human oversight and bias mitigation, and the role of leadership and AI literacy in shaping ethical decision-making.

Framed by international standards (OECD, EU AI Act, ISO/IEC) and sectoral leading practices, this study employs a mixed-methods approach. Qualitative interviews and case studies with leaders, technologists, and governance professionals will uncover practical challenges and solutions. At the same time, a targeted quantitative survey across organizations at varying AI maturity levels will assess practices, perceptions, and outcomes. The research will analyze governance frameworks, audit mechanisms, and organizational culture through both qualitative and quantitative lenses.

Anticipated contributions include the development of an adaptable framework, actionable, and evidence-based metrics for ethical AI governance, as well as recommendations for leaders, practitioners, and policymakers. By integrating global standards with real world insights, this research project aims to enable organizations to develop resilient, trustworthy, and socially responsible AI practices, laying the foundations for future governance innovation.
