Mr Phil AunglesPhil Aungles is the Director of the Performance Section, Higher Education Division in the Department of Industry, Innovation, Science, Research and Tertiary Education. He leads a team responsible for Reward Funding and the development of a suite of Government endorsed measures of teaching and learning in higher education. Phil has previously worked in labour market analysis, implementation of the National Literacy and Numeracy Assessment Program (NAPLAN) and student income support.
Mr Ian Kimber Ian Kimber is the Executive Director, Regulation and Review Group in the Tertiary Education Quality and Standards Agency. Ian joined TEQSA in October 2011 as a Special Advisor, and developed the Agency's regulatory business processes and internal capacity development program for staff in the Regulation and Review area. In May 2012 he was appointed as Executive Director, Regulation and Review - one of two Executive Director's leading TEQSA's regulatory and quality assurance functions.
Prior to this, Ian was a Senior Executive in the Queensland Department of Education and Training, where he had been Executive Director of the office of Higher Education, and for Tertiary and Non-State Education for some 6 years. He also acted in the positon of Assistant Director General in the tertiary and non-state education area for various periods during this time.
From these positions, Ian has gained extensive experience in regulation and quality assurance of higher education, Vocational Education and Training, International Education, and non-state schooling, as well as broader policy development and implementation in these areas.
Before the establishment of TEQSA, Ian led the Office of Higher Education through two AUQA audits, and was an AUQA auditor himself. Ian has extensive knowledge of the Higher Education Standards Framework, having been involved both with the initial development and subsequent revision of their predecessor, the National Protocols for Higher Education Approval Processes. He was a member of the group that devised the Quality Audit Factors and the audit manual for Higher Education Providers under Commonwealth legislation. Ian was actively involved in developmental work and national discussions on the establishment of TEQSA. Ian has presented papers and chaired and participated on panels on higher education and broader quality and regulatory issues at a number of national and international forums.
Prior to joining the Office of Higher Education, Ian worked in a range of administrative roles at Griffith University, in academic plannng and student information, and as Project Officer with Griffith Artworks.
Dr Linda Keesing-Styles is the Dean Teaching and Learning at Unitec Institute of Technology in Auckland. Unfortunately Dr Keesing-Styles is unable to attend the forum. A new keynote speaker will be advised in due course.
