Event organisers must ensure patron access to events does not cause disruption to onsite or neighbouring businesses or homes, and to ensure clear access by emergency services and event staff in case of emergency.
Event organisers must make arrangements for the following:
If road closures are considered necessary, event organisers must ensure any requests for road closures are provided to the Facilities Management Directorate 30 days prior to any event being held.
If closures of public roads are considered necessary, development of a traffic management plan, application to Council, approval and advertising may be applicable and should be organised at least 6 weeks prior to the event being held. The Local Council must be contacted in relation to public road closures, and any associated costs will be the reasonability of the event organisers.
Road closures may require appropriate barricades, warning signs and warning lights as appropriate. The event organisers must consult with the Facilities Management Division and/or Local Council as appropriate to determine controls that must be implemented for the event.
Property owners affected by the staging of the event must also be informed prior to the event being held, which may also be a condition of approval for the event. Event organisers must ensure this is addressed during the planning stage.
Suitable parking controls must also be considered in the Risk Assessment. Event organisers must ensure due consideration has been given to the number of patrons expected to attend the event, and whether parking facilities are suitable. Consideration must also be given to engaging marshals to assist with control of parking. Suitable licensed and/or trained personnel may be required for this purpose. The Facilities Management Directorate must be consulted in relation to all traffic control and parking related issues.
CQUniversity has in force a procedure for working beside traffic. If a Risk Assessment identifies this as an issue during event planning, it is the responsibility of event organisers to ensure this procedure is implemented.
A Risk Assessment must include planning for Traffic Control and Marshals at events. Suitable controls must be implemented to either eliminate risks, or to reduce those risks as far as is reasonable practicable.
